Flags International is proud to offer this Blue Star Banner (2 Star). In 1967, the United States Congress codified the manufacture and use of the banner. To legally manufacture the banner or flag, a company must receive a license through the Department of Defense. Flags International is honored to hold a license to produce these banners.
