Mourning Streamer

100% Nylon with Brass Grommet, this is to be attached to the top grommet of a flag that cannot be lowered to half-staff. Attaching black ribbons above a flag is an alternate mode of expressing mourning.

For flags that cannot be displayed at half-staff, there is a tradition not mentioned in the U.S. Code that provides for the use of black ribbons as a sign of mourning. Two streamers of suitable length made of black crepe or ribbon should be attached at the top of the pole just below the finial, the ornament at the top of the pole. For a flag displayed flat against a wall or hung vertically or horizontally, a streamer at each end of the top edge of the flag. Do not, however, fasten the streamers to the flag.
